After the failure of the Sino-Japanese War, Japan intended to occupy the South China Sea Islands forcibly. The military minister Zhang Zhidong embattled and became a thorn in the eyes of the Japanese. The Japanese bought off the White Lotus Society to capture Zhang Zhidong.
