In February 1937, Jean Zay who was the appointed Minister of Education and Fine Arts, joined the cinema in its prerogatives and finally offers a central place in the 7th art. A pioneer of cultural democratisation against conservatism and elitism at the time, he proposes a reorganisation bill for the entire profession. Cinema had then become 'A State Affair'.
