      In February 1937, Jean Zay who was appointed Minister of Education and Fine Arts, joined the cinema in its prérogatives and finally offers a central place in the 7th art.
      A pioneer of cultural democratisation against conservatism and elitism at the time, he proposes a reorganisation bill for the entire profession.
      Cinema has become "A State Affair". Finally with his visionary approach he announces the creation of an International Film Festival in Cannes, in 1939, and thus was created the Festival of the "Freedom of Creation".
