The subject is the exercise of democracy and the treatment of human rights in Cuba. The documentary consists of a series of testimonies of officials and inhabitants of the island, and it is divided into several sections in which it is shown how a truly participatory (non delegative) democracy works in a country with only one political party without it constituting a contradiction. It depicts the methods Cuban authorities use to grant real access of all inhabitants to health care, education, housing, work, participation and expression; it also shows a different penitentiary system which really tries to insert inmates into society once they have served their time in jail. It presents the vision of very politically active members of society and the role of the State when it comes to grant the respect for human rights.
