- During the 70s in Hong Kong when graft is rampant before the formation of ICAC (Independent Commission Against Corruption), a cop musters a team together – in the fashion of Brian de Palma’s The Untouchables – to fight against corrupt cops and villains in the crime infested Walled City in Kowloon.
